The word できる (dekiru) takes on the secondary meaning ‘to be proficient in’ when paired with a language word as shown in the example below:
フランス語ができます
(furansugo ga dekimasu)
I’m proficient in French
If you want to say that you are fluent in a language, you can use the word 流ちょう (ryuuchou) [to be fluent]. For example, you can say:
私はスペイン語流ちょうに話せます
(watashi wa supeingo ryuuchou ni hanasemasu)
I can speak Spanish fluently
